The organizing panel received 70 scientific presentations from current and former leaders of the Central Military Commission, Ministry of National Defense, General Staff, and General Department of Political Affairs; central and local departments and agencies; military units; and academies and schools both inside and outside the military.

The presentations were meticulously prepared, closely reflecting the realities of building the whole-people’s defense. Each paper served as an independent scientific study, systematically clarifying theoretical and practical matters amid complex regional and global developments.

Delivering a directing speech, Defense Minister General Phan Van Giang emphasized that building the whole-people national defense is the core and overarching content in the Party’s system of viewpoints and guidelines on safeguarding the Fatherland.  It was formed on the basis of inheriting and developing the tradition of “building the country in tandem with defending it,” the strength of great national solidarity, and the creatively application of  Marxism-Leninism and Ho Chi Minh’s thought on the people’s war.

The Minister affirmed that Vietnam’s whole-people’s defense is led by the Communist Party, managed by the State, and mastered by the people. It is built upon the combined strength of the entire nation and the era. Fully aware of this importance, the Party and State have recently issued various strategic resolutions and directives to meet the requirements of the new situation.

Assessing the current context, General Phan Van Giang noted that the world is undergoing epochal changes with intertwined opportunities and challenges. Domestically, revolutionary strategic decisions are being implemented, posing new requirements for national development and defense in the nation’s era of reaching out.

The General stated that the seminar aimed to materialize the 14th National Party Congress’s Resolution on national defense and security, toward building a regular, elite, and modern revolutionary Vietnam People’s Army. Therefore, he requested delegates to focus their discussions on deepening traditional values, historical lessons, and the achievements of 40 years of renovation to apply them to building national defense in the new era.

Furthermore, he urged delegates to highlight new practical issues in defense work across central agencies, localities, and military units. They should also evaluate the integration of defense and security with socio-economic, cultural, and diplomatic development, as well as the growth of the defense industry and military science and technology.

Finally, the Minister asked delegates to clarify core contents to build solid and pro-active defensive areas. He called for proposals on comprehensive solutions for defense potential, closely linking the whole-people’s defense posture with the people’s security posture, in order to build a regular, elite, and modern revolutionary Vietnam People’s Army capable of firmly protecting the Fatherland.
