Specifically, according to the Prime Minister’s Decision No 517, a Deputy Prime Minister will be the president of the central-level council. The council is responsible for giving advice to the Party, Government and Prime Minister on directing the implementation of defense and security education.

It will develop plans and projects on defense and security education to submit to the Prime Minister for approval. It will lead lower level DSECs to work with relevant departments, organizations, and localities to carry out the education.

The central-level council is tasked to ask relevant departments, organizations and localities to provide information about the education, review education implementation, reward role models, and make proposals on addressing complaints, denunciations, and violations of the law on defense and security education.

Meanwhile, the president of a council at the military region level is the commander of the military region. This council works as an advisor to a military region’s Party committee and command to direct military and defense education in the military region. It also devises plans on military and defense education to submit to the Minister of National Defense for approval. It directs the councils at province, district, and commune levels to carry out their assignments according to their authority.

The DSECs at province, district, and commune levels are tasked to giving recommendations to equivalent Party committees and authorities on directing the implementation of military and defense education in their localities.

Their plans on the education must be submitted to the chairmen of the equivalent People’s Committees for ratification. They will also direct their inferior DSECs to work closely with relevant local agencies and organizations to perform their tasks.
