In 2002, a key laboratory on information security was founded under Decision No.66 signed by the Minister of National Defense with assignments of scientific research and development of potential and technologies in information security to serve national defense-security and economy.
Ten years later, the laboratory was transferred to the Department of Information Technology under the General Staff of the Vietnam People’s Army. In 2018, it was upgraded to Institute 10 under the management of Command 86.
Since its establishment, the institute has always competed all assigned duties. Especially, in the face of strong development of Industry 4.0, the institute has given recommendations to the Party Committee and Chain-of-Command of Command 86 to issue guidelines, orientations, and measures for development of combat technologies and techniques on cyber space and of information technology; and to develop and apply software, equipment, weapons for cyber warfare in different combat environments.

Institute 10 receives the PM's emulation flag. |
Together with ensuring safety of command information systems and command and control systems, digitizing weapons and equipment and making them smart, the institute has synchronously carried out solutions to ensure information security for military computer networks, effectively protected the nation’s key information infrastructure.
On the occasion of Institute 10’s founding anniversary, Defense Minister General Phan Van Giang sent a letter of commendations to the unit’s officers, soldiers, and workers.
At the ceremony, authorized by the Prime Minister, Major General Pham Viet Trung, Second-in-Command and Chief of Staff of Command 86, presented the emulation flag of the PM to Institute 10 for its outstanding duty performance and leading position in last year’s emulation movement.
