In the solemn atmosphere, the delegates observed a minute's silence to pay tribute to fallen soldiers who dedicated their youth, bravely fought, and sacrificed for the independence and freedom of the country, for peace and happiness of the people.

They pledged to stay united; be absolutely loyal to the Party, the Fatherland, and the people; be determined to build the revolutionary, regular, elite, and gradually modernized the Vietnam People's Army to firmly protect national independence, sovereignty, unity, territorial integrity and socialism.

The same day, Defense Minister Phan Van Giang handed over funds to support the construction of houses for and presented gifts to policy households and families in difficult circumstances in Quang Tri province.

At the event, Gen. Giang handed over VND 1.6 billion to Quang Tri to build 20 gratitude houses and presented 100 gift packages, worth VND 1.5 million each, to policy households and families in difficult circumstances in the central province. He also gave gifts to the Quang Tri provincial Military Command and Border Guard Command.
