The program, taking place from July 20 to 26, is an annual activity aimed at strengthening traditional friendship and solidarity, enhancing mutual understanding and trust between young officers of the VPA and the Royal Cambodian Armed Forces. It also helps promote the pioneering role of military youth from both countries in preserving and cultivating Vietnam - Cambodia friendship.
At Techo International Airport in Phnom Penh, representatives of the young officers of the Royal Cambodian Armed Forces welcomed the delegation with flowers and expressed their pleasure at receiving the young Vietnamese officers for the exchange program.
Later that afternoon, the Vietnamese delegation visited the Win-Win Monument, a landmark symbolizing Cambodia's policy of national reconciliation, independence, sovereignty, and development. The monument was inaugurated on December 29, 2018 to commemorate the 20th anniversary of the end of Cambodia's civil war (December 29, 1998 - 2018).

During the visit, delegation members learned about Cambodia's struggle for peace and national unification through sculptural displays and historical exhibits, including depictions of Samdech Techo Hun Sen and his comrades on their journey to seek ways to save the country.
The delegation was also introduced to Cambodia's path to overthrow the Pol Pot genocidal regime and the historic victory on January 7, 1979 with the wholehearted and timely support from the Party, State, military and people of Vietnam. Notably, the implementation of the win-win policy afterwards helped bring the civil war to a complete end, ushering in an era of peace, stability and development in Cambodia.

During the exchange program in Cambodia, the Vietnamese delegation will participate in a wide range of exchange activities, visits, and programs to learn about the history, culture and traditions of the Royal Cambodian Armed Forces. They will have exchanges with young officers from Cambodian military units, thereby strengthening solidarity, friendship and cooperation between the militaries and people of Vietnam and Cambodia.
