The event was co-chaired by Sr. Col. Nguyen Quang Huy, Head of the Military Youth Advisory Board and head of the Vietnamese delegation, and Col. Nak Vichet, Deputy Chief of the Office of the Royal Cambodian Army and head of the Cambodian delegation.
During the dialogue, participants highlighted the longstanding friendship between Vietnam and Cambodia and reaffirmed the historical significance of cooperation between the two militaries in national liberation, Fatherland protection, and national building. They also exchanged experience in military training, unit development, political education, and enhancing the professional skills and foreign language proficiency of young officers to meet the demands of international integration and defense diplomacy.
They also expressed their determination to carry forward and further strengthen the traditional friendship, solidarity, and comprehensive cooperation between the two armed forces.
Speaking at the dialogue, Sr, Col. Nguyen Quang Huy expressed confidence that every meeting would lay the foundation for the lasting relationship in the future. He said each handshake and every sincere exchange would help deepen solidarity between the younger generations of the two militaries, contributing to preserving and promoting the traditional friendship between Vietnam and Cambodia for the benefit of the peoples of both countries and for regional peace, stability, cooperation, and development.
Sharing the same view, the head of the Cambodian delegation affirmed that the friendship, sincerity, and close bonds forged between the young military officers of the two countries would provide a solid foundation for further strengthening defense cooperation, helping advance Vietnam - Cambodia relations in a deeper, more substantive, and more effective manner.

Earlier, the Vietnamese delegation paid a courtesy call on General Mao Sophan, RCAF’s Deputy Commander-in-Chief and Commander of the Royal Cambodian Army, during which its head Nguyen Quang Huy emphasized that each officer brought not only the responsibility and enthusiasm of Vietnam's military youth, but also a strong desire to learn, strengthen solidarity, and contribute to deepening cooperation between the two militaries.
General Mao Sophan welcomed the Vietnamese delegation and underscored that the friendship and solidarity between Vietnam and Cambodia are invaluable assets that must be preserved and promoted by future generations. He also expressed profound gratitude for the wholehearted support provided by the Party, State, military, and people of Vietnam in helping the Cambodian people overthrow the genocidal Pol Pot regime. He expressed his hope that both sides would continue expanding exchanges among young military officers, contributing to the implementation of the bilateral relationship motto of "Good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability."

Later that afternoon, the Vietnamese delegation visited Brigade 70 under the Royal Cambodian Army, paid a courtesy call on its Commanding General Hem Tha, and held exchanges with the unit's staff and young officers.
The young officers from Vietnam and Cambodia also took part in a friendly volleyball match in a lively and united atmosphere, further strengthening camaraderie and mutual understanding between the younger generations of the two militaries.
