The liaison board was established in August 2022. After four years of operation, it has gathered nearly 200 members, including military generals, military advisors, scientists, and military officers.

Since the mid-1960s, the academy has welcomed officers and students of the Viet Nam People’s Army for study and research. Upon returning home, they have strived to master modern technical equipment and weaponry, contributing to the victory of the resistance war against the U.S. imperialists, as well as the national construction and defense cause. Many have held leadership positions within the Viet Nam People’s Army, attained general officer ranks, or become prominent scientists and educators.

Since 1992, operating under the Russian Ministry of Defense with its current name, the academy has continued to receive and train Vietnamese military students. Subsequent generations of students have carried on this tradition, successfully fulfilling their assigned duties.

Over the past years, the liaison board has organized numerous practical activities, such as visiting and supporting members in daily life, participating in social work and military rear policies, and contributing insights to research projects on air defense - air force military art.

Addressing the gathering, Senior Lieutenant General Nguyen Van Hien briefed delegates on the bilateral military and defense relations between Viet Nam and Russia, as well as cooperation in military education and training. The Deputy Minister of National Defense expressed his hope that they would continue to improve their capabilities to complete their tasks excellently and pass on their knowledge and experience to younger generations, thereby making contribution to building the Air Defense - Air Force Service in particular and the Viet Nam People’s Army in general.
