At the meeting with Permanent Deputy Prime Minister Truong Hoa Binh, the guest briefed Binh on the results of the meeting between the two delegations of military political agencies. He stressed that Russia has always attached importance to and prioritized fostering relations and cooperation with Vietnam. The guest also affirmed that Russia will support the Vietnam People’s Army in every aspect, especially in helping Vietnam host the International Army Games when agreed by the government.
For his part, Deputy Prime Minister Truong Hoa Binh reiterated that Russia is on the top of the foreign policy of Vietnam, which is shown in the development in both scope and scale of the Vietnam-Russia comprehensive strategic partnership. He affirmed that Vietnam is willing to support Russia in enhancing relations with ASEAN countries and in participating in regional security mechanisms. The Vietnamese government official suggested that cooperation between the two political agencies of the two countries’ militaries should be strengthened and boosted. In the coming time, the two sides should bolster defense cooperation in both scope and scale, in line with the signed bilateral agreements and contents.

The host also took this occasion to thank Russia and the former USSR for the support for Vietnam in its struggle for national salvation.
* Earlier, at the headquarters of the Ministry of National Defense, General Luong Cuong held an official reception for the Russian guest and his entourage. They then held talks on political education and military training and the education of patriotism for military personnel.
At the talks, the two sides reviewed cooperation activities over the past time and shared experience in implementing political work and ensuring cultural rights and benefits for military personnel. They then agreed on contents and measures to boost cooperation between the Vietnamese General Department of Politics and the Russian Main Directorate for Political-Military Affairs.
On this occasion, the two head delegates signed a memorandum of understanding on cooperation.
* On the afternoon of October 22, Senior Lieutenant General Andrey Valeryevich Kartapolov paid a call on the People’s Army Newspaper.
At the call, the Russian delegation was briefed upon the establishment and development of the newspaper over the past 69 years of its history. The host also briefed the guests on its publications, which includes the People’s Army Daily, the Weekend Weekly, the Events and Witnesses Monthly Magazine, the Collaborators’ Internal Circular, and different editions of the Online People’s Army Newspaper.
Senior Lieutenant General Andrey Valeryevich Kartapolov highly appreciated the publications of the People’s Army Newspaper. He suggested that the People’s Army Newspaper of Vietnam and the Red Star Newspaper (Krasnaya Zvezda) of Russia should enhance cooperation in the training of reporters and editors, while sharing information concerning duties of each side in the coming time.

* During the visit to Vietnam, the high-ranking Russian military delegation paid tribute to President Ho Chi Minh at his mausoleum and laid the wreath in front of the martyrs’ monument in Hanoi. The delegation also went on field trips to some military units of the Vietnam People’s Army and visited a number of tourist attractions in Vietnam.
