During the reception, Sr. Lt. Gen. Hoang Xuan Chien underlined that the cooperation between Vietnam and Cambodia in military and defense over the past time has been developed in a practical, substantial, and effective manner, being one of the important pillars in Vietnam-Cambodia relations.

The Vietnamese deputy defense minister also praised the outcomes of coordination between the two countries’ border protection and management forces, especially in implementing signed documents on border work; effectively maintaining effective delegation exchanges, twinning activities, and information sharing; closely coordinating in managing, protecting and maintaining stability in border and border markers; fighting against cross-border crime; creating favorable conditions for border demarcation and marker planting between the two countries, among others.

Gen. Chien required both sides to enhance delegation exchanges and twinning activities; continue to promote cooperation in education and training, particularly Vietnamese and Khmer languages; effectively implement signed documents; boost conducting joint patrols to protect the border and border markers; coordinate in crime prevention and combat, to name but a few. He also affirmed that leaders of the Vietnamese Ministry of National Defense would support and create favorable conditions for the two sides to strengthen cooperation, contributing to deepening Vietnam-Cambodian defense cooperation.

For his part, General Sao Sokha thanked the Vietnamese side for the warm reception, believing that the visit to Vietnam would contribute to boosting defense cooperation in general and cooperation between the Vietnam Border Guard Command and the Gendarmerie of the Royal Cambodian Armed Forces.

The same day in Hanoi, General Sao Sokha and Lieutenant General Le Duc Thai, Commander of the Vietnam Border Guard Command, co-chaired talks between the Vietnam Border Guard Command and the Gendarmerie of the Royal Cambodian Armed Forces.

During the event, Sr. Lt. Gen. Hoang Xuan Chien stated that over the past time, Vietnam-U.S. defense cooperation has been implemented in accordance with signed documents and agreements and obtained many positive results; affirming that Vietnam prioritizes promoting cooperation in overcoming war consequences with the U.S., attentively the projects on dioxin detoxification, settlement of the consequences of bombs and mines, and supporting people with disabilities in provinces heavily affected by dioxin.

Vietnam also pledged to continue to cooperate closely in searching for U.S. soldiers missing in action (MIA), and hoped to receive more information, documents, and keepsakes related to Vietnamese soldiers missing in action during the war. Vietnam hoped that the U.S. Government and Congress would enhance resources to support Vietnam, with priority given to speeding up the progress and increasing funding for dioxin remediation at Bien Hoa airport to treat dioxin-contaminated soil, as well as other issues related to war consequences settlement.

In the time to come, Gen. Chien requested both sides to further promote defense cooperation based on the consensus of the two countries' senior leaders and the two defense ministries, in accordance with the needs and capabilities of each country, focusing on delegation exchange, especially high-level ones, maintenance of existing dialogue and consultation mechanisms, U.N. peacekeeping operations, training, military medicine, humanitarian assistance and disaster relief, defense industry while actively supporting each other at regional multilateral forums, especially within the framework of the ASEAN Defense Ministers' Meeting Plus (ADMM+).

For her part, Bonnie Jenkins spoke highly of the effective implementation of existing agreements signed by both sides and agreed to continue to consider war legacy settlement as a high priority in cooperation with the U.S. in the time to come. The U.S. pledged to continue to maintain resources to cooperate with and support Vietnam in addressing war aftermath, carrying out dioxin detoxification, bomb and mine clearance, assistance to Agent Orange victims, and search, collection, and verification of martyrs' remains.

She expressed her gratitude to the Vietnamese Government and Ministry of National Defense for their active and effective cooperation in MIA activities, affirming that the U.S. will continue to intensify defense cooperation with Vietnam under established frameworks and cooperation agreements.
