In a video message presented at the meeting, Russian President Vladimir Putin noted that such large-scale and direct expert dialogues are especially necessary as the world is facing severe challenges like international terrorism, uncontrolled nuclear proliferation, extremism, cybercrime, and drug trafficking. The Russian leader expressed his belief that the forum would produce practical solutions to consolidate global security and bring peace and stability.
Speaking at the meeting, General Luong Tam Quang affirmed that the international community is facing the most significant security challenges since the World War II. To neutralize these threats in an emerging multipolar world, the Vietnamese Minister of Public Security proposed five key solutions: promoting compliance with international law; enhancing practical dialogue and early warning mechanisms; establishing smart global governance frameworks for emerging technologies; placing people at the center; and stepping up practical cooperation in addressing non-traditional security issues.
