Vietnam attends Indo-Pacific Armies Chiefs Conference
PANO - A high-ranking delegation of the Vietnam People’s Army (VPA), led by Deputy Chief of the General Staff Major General Nguyen Ba Luc, attended the 14th Indo-Pacific Armies Chiefs Conference (IPACC) in Kuala Lumpur, Malaysia, from September 23 to 25.
The Vietnamese VPA delegation’s participation in the event was made at the invitation of General Ronald Clark, Commander of the U.S. Army Pacific (USARPAC).
The theme of this year’s IPACC, co-hosted by USARPAC and the Malaysian Army, was “Forging Synergy: Transforming Multinational Land Power Networks through Open Fashion Contact.”
On the sidelines of the meeting, the Vietnamese head delegate had bilateral meetings with his counterparts from Mongolia, the U.S., and Australia.
At his meeting with Brigadier General Buyandelger Tseveenkhuu, Chief of Staff of the Mongolian Army, Gen. Luc proposed the two militaries promote army cooperation, starting with joint training activities in U.N. peacekeeping operations and exchanges on small arms skills. He also suggested exploring the possibility of sharing experience in weapons and equipment support for ground forces.

During his talk with USARPAC Deputy Commander Lieutenant General Joel Vowell, the Vietnamese Deputy Chief of the General Staff appreciated the effective implementation of Vietnam - U.S. defense cooperation in recent years, with USARPAC’s active contributions. He suggested USARPAC contribute its voice so that the U.S. Government and Department of Defense will continue realizing commitments in overcoming war legacy issues, including UXO clearance and Agent Orange remediation in Vietnam. He also called for further cooperation in facilitating joint efforts to account for Vietnamese and U.S. personnel missing in action, enhancement of bilateral collaboration in defense industry and military trade.
During his meeting with Lieutenant General Simon Stuart, Chief of Army of Australia, Gen. Luc highly appreciated the outcomes of bilateral cooperation in delegation exchanges, training, U.N. peacekeeping, military medicine, sharing of experience in counter-terrorism and small arms training. He suggested the Australian Army continue to coordinate with Vietnam in holding regular exchanges on counter-terrorism skills and small arms training.
