Speaking at the event, Senior Colonel Nguyen Dinh Hien, Commander of the Chemical Corps and General Director of NACCET, noted that as globalization accelerates and non-traditional security threats, particularly those involving CBRN risks, continue to rise, enhancing response capabilities is an urgent need.

NACCET’s main functions include the implementation of tasks related to post-war chemical contamination remediation, responding to CBRN incidents, conducting international cooperation activities, and serving as the focal point for international collaboration and nationwide training to bolster Vietnam’s environmental incident response capabilities. Meanwhile, DTRA is the U.S. agency tasked with reducing and countering weapons of mass destruction (WMD) threats, including CBRN risks and incidents, with an extensive global operational network.

Over the past years, NACCET and DTRA have cooperated effectively on several initiatives. The signing of this agreement marks a significant milestone in their partnership to enhance CBRN response capabilities. It also contributes to strengthening the Vietnam-U.S. comprehensive strategic partnership and commemorates the 30th anniversary of the normalization of diplomatic ties between Vietnam and the U.S. (1995–2025).
