The event saw the participation of General Ngo Xuan Lich, Minister of National Defense and Major General Le Hien Van, Deputy Director of the General Department of Politics.
After three years studying and researching at the military institution, General Neang Phat, Secretary of State of the Cambodian Defense Ministry and General Phorn Nara, Head of the Information Department under the Cambodian Defence Ministry have successfully completed their doctorate degree programs.

Speaking at the ceremony, General Ngo Xuan Lich congratulated the two high-ranking officers on their excellent fulfillment of their doctorate programs in Vietnam. He also hoped that the two Cambodian officers would continuously make their important contributions to strengthening the traditional friendship and comprehensive cooperation between the two countries and the two armies under the principle "good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability” for peace, stability, collaboration and cooperation of each country and the world.
In addition, Gen. Lich also requested military agencies, units, academies and schools to continue effectively implementing the agreements reached by top leaders of Vietnam, Laos and Cambodia, deepen cooperation in various fields especially in education and training for Cambodian and Lao officers.
For his part, Gen. Neang Phat expressed his gratitude to the MND of Vietnam, General Ngo Xuan Lich and the Academy of Politics for the big support during his research program and confirmed that the Cambodian officers will bring into play the learned knowledge in Vietnam and efficiently apply it to the building of the Royal Cambodian Army, as well as strengthen the traditional friendship and long-standing cooperation between the two countries’ military and people.
Under the training cooperation agreement signed between Vietnam People’s Army and Royal Cambodian Army, from 1980 to 2016, the Vietnamese Defense Ministry provided various training courses at all levels for nearly 17,000 Cambodian officers. In 2017, the Vietnamese side has planned to receive 300 new military students from Cambodia for long training courses and some 1,000 others for short refresher courses. The Cambodian officers who graduated from Vietnamese military schools have now become a key and elite force in the ongoing development of the Royal Cambodian Armed Forces.
