The conference was chaired by Deputy Defense Minister, Senior Lieutenant General Nguyen Chi Vinh, along with the attendance of Lieutenant General Tran Quang Phuong, Deputy Director of the General Department of Politics of the Vietnam People’s Army, and Lieutenant General Nguyen Tan Cuong, Deputy Chief of the General Staff of the Vietnam People's Army.
According to a report of the Department of Foreign Relations under the Ministry of National Defense (MND) at the conference, in the first half of this year, under the leadership and direction of the Central Military Commission, the MND, and the whole military's efforts, the international integration and defense external relations have been implemented in a flexible, creative and comprehensive manner and seen important results. The units and agencies have made proposals to help the MND properly handle situations in defense external relations with other countries and well implemented bilateral and multilateral cooperation.

Through the promotion of defense cooperation with countries and international organizations, Vietnam’s defense external affairs have become an important task, contributing to safeguarding the national independence, sovereignty, unity and territorial integrity of the Fatherland, and improving the role and position of Vietnam in the international arena.
For the upcoming plans in the last months of this year, participants at the conference agreed that the international integration and defense external relations should be implemented in line with the Resolution of the 12th National Party Congress, and the eighth Resolution of the 11th Party Central Committee on the national defense strategy in the current period, and other resolutions of the Politburo, the Central Military Commission, and the MND.
In his closing remarks, General Vinh praised and highly appreciated great efforts of units and agencies in the military in implementing international integration and defense external relations in the first six months of this year.
He asked military units and agencies to continue carrying out the key tasks of the sector in the last months of 2019 before Vietnam takes over the ASEAN Chairmanship in 2020 and relevant contents related to UN peacekeeping operations, to organize seminars on war consequence relief and promoting the support of other countries for Vietnam when Vietnam holds the position of a non-permanent UN Security Council member for the 2020-2021 term, and to pay attention to the dissemination of external relations work and border exchanges.
