He emphasized that Viet Nam and Cambodia are close neighbors with a long-standing traditional friendship that has been continuously strengthened and developed, bringing practical benefits to both countries. He noted that bilateral defense cooperation has become increasingly substantive and effective, covering areas such as high-level delegation exchanges, dialogue and consultation mechanisms, training, border management and protection, the search for and repatriation of the remains of fallen Vietnamese soldiers, and mutual support at regional and international multilateral forums.

General Phan Van Giang thanked the Cambodian Government and Defense Ministry for their effective support in searching for, collecting, and repatriating the remains of Vietnamese volunteer soldiers and advisors who sacrificed their lives in Cambodia. He expressed his hope that the two sides would continue coordinating to accelerate the work and encourage people to provide information, as the passage of time has made information about the remains increasingly scarce and difficult to verify.
Looking toward to the 60th anniversary of the establishment of Viet Nam-Cambodia diplomatic relations (June 24, 1967 - 2027), General Phan Van Giang called on the defense ministries of the two countries to continue implementing agreed cooperation activities, including art programs, thematic exhibitions of images, documents and artifacts, and scientific seminars on Viet Nam-Cambodia relations and solidarity in combat. He expressed his belief that these activities would further promote understanding of the friendship between the two countries and their militaries.
