General Giang expressed his pleasure at meeting Rajnath Singh again following the 12th ASEAN Defense Ministers’ Meeting-Plus (ADMM+) held in Malaysia in November 2025. He emphasized that the state visit to India by General Secretary and State President To Lam reaffirmed Vietnam’s consistent policy of attaching great importance to and seeking to further strengthen ties with India, a trusted, close and longstanding friend of Vietnam.

General Giang also conveyed his sincere appreciation for India’s cooperation and support for Vietnam’s Ministry of National Defense in education and training, naval cooperation, U.N peacekeeping operations, and exchanges between strategic research institutions, among others.

For his part, Indian Defense Minister Rajnath Singh congratulated his guest on his new role as Deputy Prime Minister and Minister of National Defense of Vietnam. He stressed that, on the foundation of the growing and comprehensive relations between the two countries, bilateral defense cooperation has continued to receive strong attention from both sides, expanding steadily in depth, effectiveness and substance.

Minister Rajnath Singh believed that bilateral defense ties would be lifted to a new height in a more practical and effective manner. Accordingly, the two defense ministries will continue to closely coordinate in implementing signed memorandums of understanding in training, education, and defense industry, while also exploring new areas of coordination.

On this occasion, General Phan Van Giang invited the Indian Defense Minister to pay an official visit to Vietnam to further discuss issues of mutual concern and promote bilateral defense cooperation in a deeper and more substantive manner, commensurate with the enhanced comprehensive strategic partnership between the two countries.
