PANO – Vietnam and China’s relevant forces have successfully implemented active and effective measures in order to manage and control entry-exit and export-import activities along their shared border areas.

This was announced by Major General Hoang Xuan Chien, Deputy Commander and Chief of Staff of the Border Guards and Chairman of the Vietnam Border Gate Management Cooperation Committee, at an interview given to the People’s Army Newspaper after the success of the third conference of the Cooperation Committee on Vietnam-China Land Border Gate Management in Beijing, China.

The conference aimed to evaluate cooperation achievements of the two countries’ Cooperation Committees on Border Gate Management in 2015, discuss their existing disagreements, map out joint tasks in 2016, and continually roll out their agreements and regulations on border gates and management of land border gates to create favourable conditions for the socio-economic development of the two countries, contributing to building a shared border of peace, friendship, cooperation and development.  

In the open and frank atmosphere, the two sides agreed to foster their entry-exit and export-import activities by streamlining administrative procedures.

After a fact-finding tour to the “one-stop-shop” customs model at the Lao Bao-Densavan border gates between Vietnam and Laos, they suggested Vietnam and China should study and debut pilot models like that at some pairs of border gates in the coming time.

The two committees also agreed to upgrade and open some new border gates, establish a communication mechanism between border gate management units under their localities along the shared border, and boost the relations among their border guards, customs and quarantine agencies.

General Chien held that with the aim to develop economy and trade on the Vietnam-China shared border, they will propose their governments to pilot the “one-stop-shop” customs model at the Huu Nghi-You Yi Guan border gates, as well as seriously implement agreements and regulations on border gates and management of land border gates signed by their senior leaders.

It can be said that the Cooperation Committee on Vietnam-China Land Border Gate Management plays an important role in addressing customs clearance problems. The two committees held fact-finding tours to border gates along the shared border and organized meetings with the participation of local authorities and businesses in order to better manage and run activities at border gates.

Moreover, they have actively simplified customs procedures alongside increasing customs cooperation, normalized the procedure for passport application to their peoples, boosted study to set up the communication mechanism among their in-charge forces, and promoted the implementation of the Vietnam-China Agreement and Protocol on Road Transportation.

For example, their committees effectively gave instructions to deal with farm products stuck at the Tan Thanh (Vietnam)-Po Chai (China) border gates.

According to Major General Hoang Xuan Chien, in the coming time the Cooperation Committee on Vietnam-China Land Border Gate Management will continue to run field work for opening new and upgrading more pairs of border gates between Vietnam and China, shortly finalize the establishment of the communication mechanism among their in-charge forces, turn pairs of border gates between Vietnam and China into model ones, and make recommendations for their senior leaders to reach a framework agreement on land border gate development cooperation next year.
