The two sides highlighted the fruitful outcomes of their existing partnership. The HCMA has worked closely with FRELIMO’s Central Party School through regular mutual visits, short-term training programs, and the implementation of a memorandum of understanding aimed at strengthening bilateral ties.

Since 2009, the academy has welcomed three delegations of senior FRELIMO officials and conducted two refresher courses for FRELIMO cadres.

Building on this momentum, they agreed to coordinate with relevant agencies of the two countries to launch new training programs for Mozambican officials. These future programs will cover such topics as the party building and rectification, the party leadership, socio-economic development models, science and technology, agricultural policy, social welfare, administrative reform, digital governance, foreign relations, and national defense – security.

Both sides also underscored the importance of broadening academic and policy dialogue. Plans are in motion to co-host conferences, seminars, and workshops, in both Vietnam and Mozambique, that will foster knowledge exchange and capacity-building in leadership, national development, poverty reduction, cultural and social advancement, and environmental protection.
