Vietnam and Japan share experience on copyright enforcement
PANO - The Copyright Office under the Vietnamese Ministry of Culture, Sports and Tourism, in cooperation with the Culture Agency under the Japanese Ministry of Education, Culture, Sports, Science and Technology and Japan’s Content Overseas Distribution Association (CODA), recently organized a seminar on the enforcement of copyright and related rights in Ho Chi Minh City.

The seminar was a chance for agencies of the two countries to evaluate the reality of the copyright enforcement and map out cooperation projects to better the work in the time to come.
The participants introduced the legal system, the enforcement of copyright and related rights in Vietnam and Japan, online violations and measures to cope with the situations in Japan.
According to Director of the Copyright Office of Vietnam Bui Nguyen Hung, Vietnam has been perfecting its legal system on copyright and related rights to ensure the effective enforcement in Vietnam and to meet its international commitments. However, the enforcement of such rights has faced challenges because the violations of copyright and related rights have happened in various fields and at different levels.
Meanwhile, Deputy Head of the International Cooperation Department under the Copyright Office of Japan’s Culture Agency Noda Akihiro said that Japan issued the Copyright Ordinance in 1887 and developed it into the Copyright Law in 1899.
The Japanese official stressed that Japan has issued a number of related legal documents in conformity with each period. It has also annually revised the documents and the Copyright Law, based on changes and requirements of the society and international agreements, including the Trans-Pacific Partnership (TPP) agreement.
Also according to this official, the effective enforcement of copyright and related rights has contributed to cultural development, and at the same time protected the rights of people involved in culture and arts.
With the development of information technology, the copyright protection should be modified to keep up with current trends, said the Japanese official. In the field, Japan attaches due attention to ASEAN market, including Vietnam.
