These policies are necessary to create favourable conditions for Vietnamese people to work and live in Japan, the PM told Chiba’s Governor Kensaku Morita in Hanoi on March 14.
PM Phuc welcomed Morita’s visit to Vietnam, the second within five months, saying it demonstrates the governor’s special attention to and sentiments towards the Vietnamese land and people.

The visit is expected to contribute to enhancing relations between Chiba and Vietnamese localities; as well as more broadly the relationship between Vietnam and Japan, which, the PM said, is developing fruitfully and with great strength in all spheres and at all levels with consolidated mutual trust.
Lauding the socio-economic achievements Chiba has recorded, the leader expressed his hope to continue to welcome Morita in order to discuss cooperation opportunities between Chiba and Vietnamese businesses and localities in the time ahead.
PM Phuc said he believes that the governor will make further contributions to promoting Japan’s role as Vietnam’s leading important economic partner, especially in the supply of official development assistance (ODA), investment, and trade.
In response, Morita shared his host’s views on the fruitful and comprehensive development of the Vietnam-Japan relations.
Vietnam holds great potential in high-quality human resources, he said, adding that Vietnamese nationals make up the largest foreign community living and working in Chiba.
Morita said that the Vietnamese are hardworking in both employment and studies, noting his hope that there would be more people from Vietnam coming to work in the prefecture.
Chiba is also building and fine-tuning policies in an effort to attract more Vietnamese labourers to the locality, he said.
Morita pledged to do his utmost to strengthen cooperation and friendship between Vietnamese and Japanese people.
