On October 25, following an inspection of several projects and works serving the APEC Economic Leaders’ Meeting 2027, N.A. President Tran Thanh Man and a working delegation held a meeting with leaders of An Giang province, ministries, agencies and relevant units to review the implementation of N.A. Resolution No.41/2026/QH16, which provides special mechanisms and policies to remove difficulties and obstacles facing projects and works serving the meeting in Phu Quoc special zone, An Giang province.

Politburo member and Standing Deputy Prime Minister Pham Gia Tuc also attended the meeting.

The APEC Economic Leaders’ Meeting 2027 is a particularly important political and diplomatic event for Viet Nam. The country has successfully hosted the APEC Economic Leaders’ Meeting twice, in Ha Noi in 2006 and Da Nang in 2017. The hosting of the APEC Economic Leaders’ Meeting 2027 in Phu Quoc places very high requirements on preparations.

At the meeting, the N.A. President and the delegation heard a report from An Giang province's leaders on the progress of projects and works serving the APEC Economic Leaders’ Meeting 2027 in Phu Quoc special zone, the application of special mechanisms and policies under N.A. Resolution No.41, and the implementation of projects eligible for these mechanisms. Participants also discussed outstanding difficulties and proposed solutions.

Following the field inspection and discussions at the meeting, N.A. President Tran Thanh Man said Party General Secretary and State President To Lam paid close attention to the implementation of the projects and wished them to be completed on schedule and with the highest quality to best serve the APEC Economic Leaders’ Meeting 2027. He also conveyed the Party General Secretary and State President’s greetings to An Giang’s leaders and people, as well as officials, engineers and workers involved in the projects.

The N.A. President acknowledged the considerable volume of work completed since construction began in July 2025, noting that some projects were progressing smoothly toward completion. However, he also pointed out shortcomings, including inadequate investment preparation that had led to changes in project locations and scales, the limited capacity of some contractors and investors, and delays in relocating technical infrastructure.

He expressed his appreciation to ministries and agencies, investors, contractors, officials, engineers and workers, and especially to Phu Quoc residents for handing over land, carrying out compensation and resettlement work, and supporting land recovery for the implementation of the projects.

Sharing the difficulties and challenges arising from the simultaneous implementation of 21 projects on the island, the N.A. President noted the prolonged rainy and stormy season, shortages of construction materials and skilled workers, and difficulties in applying railway technology for the first time. Some projects have also had to adjust their total investment levels in line with actual conditions.

Agreeing with the conclusions of Standing Deputy Prime Minister Pham Gia Tuc in Notice No.550/TB-VPCP, N.A. President Tran Thanh Man stressed several key requirements for the coming period.

First, he called for strict adherence to the spirit of the “three no’s”: no delays - June 30, 2027 is a mandatory deadline; no lowering of standards - safety, quality and aesthetics must meet international standards; and no violations - work must be carried out quickly but in compliance with the law, with transparency and without losses or wastefulness. All projects serving the APEC Economic Leaders’ Meeting must meet international standards.

An Giang province has affirmed that all projects will be completed no later than June 30, 2027. The N.A. President asked authorities to regard this as a political commitment: once a commitment is made, it must be fulfilled; once work begins, it must be completed; and once completed, it must meet all requirements and be of high quality.

Regarding N.A. Resolution No.41, he said the legislature had provided the necessary mechanisms, and local authorities and relevant units must demonstrate their effectiveness through concrete results. Special norms and unit prices must be completed immediately, with the lack of unit prices no longer allowed to be a reason for delays.

“Protecting officials must go hand in hand with control: the right beneficiaries, no expansion of scope, and no legalization of violations. The land fund used for BT contract payments must be publicly valued and audited. Strict action must be taken against any abuse of the resolution for personal gain, corruption or other negative practices,” he stressed.

Regarding progress management, the N.A. President requested the immediate establishment of a unified set of data, regularly updated by the province and central agencies and measured against actual work completed. He called for striving to disburse 100 percent of the State budget capital allocated for 2026 and for weekly updates on progress.

Regarding synchronized operating conditions, he asked authorities to complete the relocation of the 220kV power grid infrastructure before March 10, 2027, while ensuring water supply, wastewater treatment, waste collection, transport connectivity, parking areas, security, fire prevention and firefighting, and operating personnel. A full-scale rehearsal must also be conducted before the meeting.

Emphasizing the need to complete resettlement, the N.A. President said people who give up their land must have stable housing and that, more importantly, their quality of life must be improved. He also called on Phu Quoc special zone to launch a movement for a “bright, green, clean and beautiful” environment, with every household taking part by planting flowers and maintaining cleanliness around their homes to create a clean, civilized landscape.

The N.A. President also demanded strict discipline and accountability, with the responsibility of heads of agencies and units clearly linked to each project. He called for timely rewards and strict action against delays caused by subjectivity, avoidance or shifting responsibility.

He stressed that the legislature had provided mechanisms, the Government had given direction, and the people had expressed their support; what remained was action and responsibility. The success of the projects would demonstrate the capacity of the province and special zone, establish a synchronized infrastructure system that could be effectively and sustainably managed and operated after the meeting, and showcase Viet Nam’s image to international friends.

The N.A. President urged the Government, ministries and agencies, investors, An Giang province and Phu Quoc special zone not to be complacent, stressing that progress must now be calculated by the minute and hour rather than by the week or month, requiring the strongest possible determination.

He expressed his confidence that, with strong political determination, all projects would be completed, enabling Viet Nam to successfully and impressively host the APEC Economic Leaders’ Meeting 2027 in November. After the meeting, Phu Quoc should become an international conference center of Viet Nam.

Earlier on October 25, N.A. President Tran Thanh Man and the delegation inspected the progress of several projects serving the APEC Economic Leaders’ Meeting 2027, including the expansion of Phu Quoc International Airport; provincial road DT.975 and the first section of the urban railway; APEC Boulevard; and the APEC Convention Center.

At the inspection sites, the N.A. President and the delegation visited, encouraged and presented gifts to engineers, workers and other personnel directly involved in the projects.
