The initiative is designed to foster closer ties among government bodies, enterprises, and creative practitioners, shifting from fragmented, standalone efforts toward unified, synchronized operations.
Mobilizing resources, bringing creativity to market
Speaking at the gathering, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh underlined the importance of establishing a comprehensive cultural industry ecosystem. This framework should integrate cultural, sporting, and tourism domains with modern technological solutions, while simultaneously safeguarding Vietnamese cultural identity and sharpening global competitive advantages.
She noted that the network must bridge innovators with partners who possess technological capabilities, financial capital, and market channels. By uniting enterprises, artists, academic institutions, and cultural organizations, the initiative aims to drive collaborative product creation. Looking ahead to 2026, collaborative alliances are expected to prioritize commercializing creative products, driving enterprise revenues, raising earnings for creative professionals, and broadening public engagement with diverse cultural offerings.
Under the Political Bureau’s Resolution No.80-NQ/TW on Vietnamese cultural development, enterprises are called upon to inject capital, innovate products, capitalize on intellectual property, and broaden creative venues. Through these efforts, cultural industry entrepreneurs play a vital role in turning the country’s rich heritage and intellectual assets into commercially viable products and services, thereby elevating their competitive edge on the global stage.
Central to this initiative is the “1+1+N” collaborative model, which clearly delineates the roles of all participating stakeholders. Within this structure, the State provides foundational infrastructure along with supportive institutional frameworks; businesses spearhead implementation by supplying investment, technological capabilities, and market access; and local communities contribute their knowledge and creative talent while sharing in the resulting gains. Furthermore, this overarching strategy places a strong emphasis on strengthening copyright safeguards, facilitating digital data exchange, fostering intellectual property assets, and tapping into broader markets.
17 initiatives span diverse cultural sectors
Seventeen new initiatives are calling on enterprises, financiers, creators, research bodies, and academic institutions to join collaborative ventures spanning digital infrastructure rollout, technological integration in creative fields, the elevation of traditional cultural heritage, and the rollout of innovative goods and services.
Among the digital ventures are a digital repository for cultural data and a specialized cultural industries exchange designed to bridge content creators with investors and facilitate the commercial exploitation of intellectual property assets. Within the film and stage sectors, proposed measures feature a digital production studio alongside advanced control technology tailored for the performing arts. Meanwhile, the Ky Yen initiative is directed at expanding night-time tourism experiences and programming tied to APEC 2027.
In interactive entertainment, game developments such as "Hao khi Dong A," "Coi Nguon," and "Son Ha Di Luc" seek to weave Vietnamese history and heritage into contemporary video games. In the travel sector, the Vietnam.Travel and Visit Vietnam platforms intend to consolidate tourism datasets and deploy artificial intelligence tools, whereas the VNSport project focuses on linking athletes, sports organizations, and related commercial activities.
Projects including "Sao Chon," "Men Viet," "Dang Viet," "Huong Pho," and "Huong Tra" concentrate on brand development and value enhancement for traditional culinary arts and artisanal craft sectors. Additionally, plans for custom on-demand publishing solutions and a dedicated cultural industries bookcase are designed to broaden public access to informative materials and creative outputs.
These schemes place a strong priority on execution and commercial viability rather than solely on conceptual design. Turning them into reality will necessitate cross-sector coordination, sufficient financial backing, modern technical capabilities, qualified human capital, and robust safeguards for intellectual property rights.
Collectively, this network is anticipated to channel diverse societal resources and stimulate fresh economic momentum across the cultural sphere. Meeting the national benchmark of generating no less than 7% of gross domestic product (GDP) by 2030 will rely on regulatory enhancements, sustained capital commitments, specialized talent training, and elevated brand positioning.
Looking forward, the drafted Law on Cultural Industries Development is slated to establish a firmer statutory framework to underpin the sector's long-term and sustainable expansion.
