The decree guides the shifting of certain activities of state agencies to the fully online environment, with focus on four main activities: provision of online public services; internal governance; direction and administration; and supervision, inspection, and auditing.

In cases where activities involve state secrets, regulations concerning the protection of state secrets and laws on cipher must be applied. Additionally, agencies are required to develop plans for information technology application and digital transformation to support their operations in the electronic environment.

The implementation of information systems and digital platforms to support state agency operations must be closely linked to their administrative reform efforts so as to innovate working methods and decision-making based on data, enhance the processing of documents and files in the electronic environment, improve the efficiency and effectiveness of state agencies, and reduce costs and processing time.

Regarding the reception and handling of requests from organizations and individuals, the decree stipulates that state agencies have to conduct the work in the electronic environment, and give reasons for their refusals.

It is necessary to establish e-communication channels and issue operational regulations to receive and address requests from organizations and individuals, and pay the results back through various electronic means and communication channels, unless otherwise is stipulated by law or requested by organizations or individuals.
