The event is within the scope of JICA’s technical cooperation project for “Green Growth Promotion in Ha Long Bay, Quang Ninh province.

The workshop was an opportunity for representatives of the Ministry of Planning and Investment, the Ministry of Construction, local authorities, private sector, community research institutes and other development partners namely Global Green Growth Institute Vietnam (GGGI Vietnam) to share and exchange opinions on green growth actions that Quang Ninh should take to develop itself into a green economy.

At the workshop, Murooka Naomichi, Senior Representative of JICA Vietnam stressed the important role of the project, which can be regarded as the model for realizing the recently issued Directive No.13/CT-TTg on sustainable development, and for achieving the Sustainable Development Goals (SDGs).

He highly appreciated the Quang Ninh provincial People’s Commitment to continue publishing the Green Growth White Book, which provides overview of environment quality and green growth activities in the province.

“It is very important that Quang Ninh province will not only develop but also implement provincial policies which create a favorable environment for all stakeholders including private sector to take part in green growth activities”, said Mr. Murooka.

In his closing remark, Dang Huy Hau, Standing Vice Chairman of the Quang Ninh provincial People’s Committee, affirmed that since 2012, Quang Ninh province has been striving to change its so-called brown economic model into a green one in the direction of sustainable development.

Specifically, Quang Ninh province has issued Plan No.6970/KH-UB on November 16,2015 on the implementation of the National Strategy on Green Growth in Quang Ninh province in the period of 2016-2020 under the National Plan for Green Growth.

“Quang Ninh will commit itself to attaining the project’s achievements by issuing a provincial resolution which will integrate green growth indicators into economic activities; improving the Provincial Environmental Protection Fund and allocating its annual budget for the implementation of Green Growth promotion activities”, said Hau.

Since 2016, JICA has been cooperating with the Quang Ninh Department of Planning and Investment to implement the Green Growth Promotion Project based on lessons learnt and experiences of “Lake Biwa Model” from Shiga Prefecture, which is the largest freshwater lake in Japan. The Project aims at supporting Quang Ninh to transit from the brown to the green economy through the implementation of environmentally sustainable policies in the key industrial sectors and development policies in tourism sector.
