Speaking at the event, the Defense Minister extended his respectful greetings and best wishes to leaders and former leaders of the Party, State, and Vietnam Fatherland Front; leaders of ministries, central agencies, and localities; leaders of Ba Ria - Vung Tau province from different periods; revolutionary veterans, Heroic Vietnamese Mothers, Heroes of the People’s Armed Forces, generals, officers, soldiers, distinguished guests, and all compatriots.
Recalling the heroic feats-of-arm of troops and people of Ba Ria - Vung Tau province during the General Offensive and Uprising in Spring 1975, General Phan Van Giang emphasized that the Party Committee, authorities, troops, and people of Ba Ria - Vung Tau seized the opportune moment, combining military offensives with uprisings, closely coordinating with and effectively supporting regular units to smash the "steel gate" of Xuan Loc to liberate Ba Ria province (now Ba Ria - Vung Tau province) on April 27, 1975. This greatly contributed to the historic victory on April 30, 1975, marking the successful end of the resistance war against the U.S. imperialists.

General Phan Van Giang stated that in the cause of national construction and defense, the Party Committee, authorities, troops, and people of Ba Ria - Vung Tau have continued to bring into play the proud heroic tradition, staying united and overcoming the consequences of war to restore socio-economy.
After five decades of development, Ba Ria - Vung Tau has risen strongly, affirming its position as a driving force for socio-economic development in the Southeast region and the country.

The defense leader hoped that troops and people of the province would continue to uphold the glorious traditions, successfully implement the Party’s guidelines, the State’s policies and laws, and fully tap into the province’s potential and advantages to achieve prosperity. He encouraged the province to accelerate digital transformation, foster innovation and scientific-technological advancement, apply solutions to unlocking and making full use of all resources for faster economic growth, focus on comprehensive renewal of education and training to meet the demand of key economic sectors, continue to enhance Party building and rectification, and accelerate the implementation of the movement of studying and following President Ho Chi Minh’s thoughts, morality, and style. Additionally, he called for strengthening national defense and security, maintaining political stability and social order, and building strong all-people’s defense and people’s security.
