Science and technology play an important role in raising the competitiveness of the national economy, Prime Minister Nguyen Tan Dung stressed during a working session with the Ministry of Science and Technology (MoST) in
Hanoi on April 13.
During the working session, PM Dung suggested key measures and directions for scientific and technological development in Vietnam from now to 2010.
Minister of Science and Technology Hoang Van Phong briefed PM Dung on scientific and technological development achievements in recent times and six tasks and solutions to create breakthrough in sci-tech research and application from now till 2010. The MoST will continue to complete the legal framework, develop the technology market and speed up technological transfer, especially high technology to create sources for the market, said Mr Phong.
The ministry will also develop technological research and application centers to regional and international level, establish 1,000 sci-tech businesses by 2010 and successfully produce artificial blood for the healthcare sector.
After hearing all opinions, PM Dung highly valued the ministry’s efforts in completing institutions, renewing the market-based management mechanism, building the technological market and encouraging businesses to invest in science and technology.
He pointed out shortcomings in management that need to be addressed in the near future. He said that science and technology serve as a driving force behind national development and a decisive factor for raising the economy’s competitiveness in the integration process.
PM Dung urged the ministry to continue completing the legal environment and policies to increase the self-reliance and accountability of sci-tech research and application centres. He asked that the ministry to create favourable conditions for institutes, schools, sci-tech businesses and businesses, economic organisations and individuals engaging in scientific research to develop and produce products of highly practical applications.
Regarding human resource, the PM urged the Ministry of Education and Training, in collaboration with the MoST to develop appropriate training curriculum and focus on key projects.
He said that the ministry should devise incentive policies for scientists to develop their ability and creativity in sci-tech research and application activities.
