"Nghe An needs to seize the historic opportunity brought by the Politburo’s Resolution No.39-NQ/TW, which grants it special mechanisms to become a “fairly developed province.” he noted.

In a rapidly evolving global context, the Party chief stressed it is necessary for the province to choose a sustainable and in-depth development pathway. Key priorities must include sustaining a stable, secure, and conducive environment for growth and improving the well-being of residents. He also affirmed the importance of maintaining the Party’s central role in all policy decisions as well as of safeguarding national defense and security, particularly fostering a border of peace, stability, friendship and development with Laos.

General Secretary Lam called for a bold shift from extensive growth to a model based on innovation, efficiency, and high value-added activities. He said growth must be grounded in science, technology, and human capital, ensuring a harmonious and sustainable balance between the economy, socio-culture, and environment. He also urged a governance shift from "management" to "creation and service."

He recommended a modern, resilient growth model based on four strategic economic pillars of green economy, digital economy, marine economy, and knowledge-based economy.

The leader encouraged stronger connections between small- and medium-sized enterprises and large corporations, universities, and research institutes to enhance competitiveness.

Also on the same day, the Party chief and his entourage visited and presented gifts to Heroic Vietnamese Mother Le Thi Sau, whose two sons were martyrs, in Ben Thuy ward, Vinh city.
