Reviewing 2025, General Secretary To Lam noted that the year was marked by both challenges and achievements. He pointed out that “headwinds and hidden currents” such as rapid, complex and unpredictable developments of the global environment, intensified strategic competition among major powers, increasingly intertwined traditional and non-traditional security challenges directly affected the task of safeguarding the Fatherland and maintaining a favorable environment for development, creating considerable pressure on leadership, governance and management over national development.

Despite difficulties, Vietnam achieved significant and comprehensive results. The country maintained political and social stability, sustained economic growth momentum, and consolidated public trust. Macroeconomic stability was preserved, inflation was kept under control, and major economic balances were ensured.
“It can be affirmed that our country navigated through 2025 with resilience, solidarity and pro-activeness in overcoming difficulties,” said the Party chief.
A major highlight of 2025 was the continued promotion of institutional reform and political system restructuring. The streamlining and reorganization of the political apparatus, the implementation of the two-tier local government model, and breakthroughs in science and technology, innovation and digital transformation were identified as strategic achievements. These were the results of a long process of internal capacity building, persistent reform and renewal, creating an important foundation for future development stages.
The Party leader also highlighted social solidarity and community responsibility, as well as timely and effective implementation of social security policies.
In addition, defense, security, national sovereignty and interests were firmly safeguarded; social order and safety were maintained. External relations remained a bright spot, helping to preserve a peaceful and stable environment for national development. Vietnam continued to affirm itself as a reliable partner and responsible member of the international community. As a result, the country’s overall strength and international prestige continued to improve.
General Secretary To Lam emphasized that when the Party’s will aligns with the people’s aspirations, and when the entire political system acts in a synchronized and decisive manner for the common good, the country moves forward steadily. He highlighted maintaining strategic orientation, remaining steadfast in the face of challenges and strengthening solidarity as decisive factors for national success.
Regarding the Party’s leadership role, General Secretary To Lam affirmed that all achievements in 2025 were the result of steadfast leadership, decisive implementation and the unity of the entire Party, people and military.
According to the leader, the Party’s leadership role, discipline, orientation and social trust were firmly upheld. This constituted the fundamental foundation for overcoming challenges and was the decisive factor behind all victories. The Party remained committed to the goal of national independence associated with socialism, firmly pursued the path of renewal, and maintained stability amidst global uncertainties.
The General Secretary stressed that Party discipline is essential for protecting what is right and encouraging cadres who dare to think big, act bold and take responsibility for the common good. When discipline is strengthened and the organizational apparatus is streamlined, social resources are mobilized more effectively and the strength of the people is better promoted.
Looking ahead to 2026, the first year of implementing the Resolution of the 14th National Party Congress, General Secretary To Lam stressed the need for decisive action, clear priorities and tangible results. Development aspirations must be translated into concrete implementation through discipline, responsibility and efficiency.
He emphasized the need for strong institutional breakthroughs to unlock and effectively utilize all resources, especially human resources, science and technology, innovation and digital transformation. Development in the new era must rely on knowledge, creativity and high value-added production. Rapid development must be accompanied by sustainability and improvements in people’s quality of life, ensuring that economic growth is closely linked to people’s happiness.
Another key task is continuing to build a healthy, strong Party and political system capable of leading and organizing the implementation of the Congress’s Resolution. Strengthening supervision, enhancing accountability and promoting exemplary leadership among cadres, especially senior leaders, are considered crucial requirements for the new era. At the same time, it is necessary to promote great national unity and inspire the aspiration for national development among all Vietnamese people.
Regarding the Vietnam People’s Army, General Secretary To Lam placed special emphasis on the central role of the armed forces in national construction and defense. He highly praised the military for its task performance in 2025, especially in building a streamlined, compact, strong, regular, elite and modern military; actively engaging in disaster response, rescue operations and mass mobilization activities, further strengthening the close-knit military-civilian bonds, consolidating the people’s heart posture, and truly embodying the force of combat, work and production.
Entering 2026, which is also the first year of implementing the Resolution of the 12th Military Party Congress, General Secretary To Lam called on the Military Party Organization and the entire military to carry forward glorious traditions, political stance, and sense of responsibility.
Noting that there are higher and heavier task requirements for the military in the new situation, the Party chief urged the Military Party Organization to continue serving as an exemplary core of leadership, characterized by high unity and cohesion; leading the military to take the lead in discipline building, working style and the spirit of serving the Fatherland and the people.
The Party chief hoped that the Military Party Committee and the entire military would converge unity, willpower, talent and strength; act decisively and in the right direction. He emphasized that every officer and soldier must continuously renew their thinking, hone their mettle, enhance their qualifications, master science and technology; strictly observe discipline and regulations; devote themselves wholeheartedly, ready to commit and sacrifice personal interests for the peace of the Fatherland and the happiness of the people, and continue to shine the noble qualities of Uncle Ho’s soldiers.
General Secretary To Lam expressed strong confidence that with heroic traditions, indomitable will and the aspiration to contribute, military personnel will continue to write glorious new chapters in the history of the military in the new era of the nation.
On the occasion of the Lunar New Year 2026, the General Secretary extended New Year greetings to all Vietnamese people at home and abroad, and sent his best wishes to officers and soldiers of the Vietnam People’s Army, expressing confidence that they will continue to successfully fulfill all assigned missions and contribute to building a stronger heroic Vietnam People’s Army.
