Assignment of settlement authority of district-level administrative procedures must be completed before June 10: PM
Prime Minister Pham Minh Chinh has recently signed a document, requesting that the assignment of authority for the settlement of all district-level administrative procedures must be completed before June 10 to ensure seamless public services for citizens and businesses during the transition to a streamlined two-tier local administration model.
The Government leader calls on ministries and ministerial-level agencies to urgently finalize their review of 346 administrative procedures currently under the jurisdiction of the district-level administrations. This comprehensive review spans multiple ministries, including the Ministry of Home Affairs (58 procedures), the Ministry of Agriculture and Environment (55), the Ministry of Education and Training (48), the Ministry of Finance (37), and the Ministry of Construction (36), among others.

They are asked to issue legal documents within their jurisdiction to implement cuts and reassign the authority of settlement at the district level. For procedures requiring government decrees, ministries must submit them to the Ministry of Justice for review by May 10, and to the Government for approval by May 30. Progress on the work must be reported to the Prime Minister by May 10.
Furthermore, ministries must promptly announce and publicize any revised administrative procedures, which will serve as the basis for localities to update their own lists of applicable procedures.
The document also mandates that the People’s Committees of centrally-run cities and provinces must announce and carry out administrative procedures in accordance with the National Assembly’s Resolution on state apparatus reorganization, the Prime Minister’s document on implementing the procedures during apparatus streamlining, and regulations on administrative procedures control.
The Government Office is tasked with monitoring the implementation of the document and reporting any issues beyond ministerial authority directly to the Prime Minister.
