The congress reviews the results of implementing
the previous congress’s resolution, and make decisions on goals, tasks, and
measures to implement the political missions of the association in the period
to come. The congress also promotes the nature and tradition of Uncle Ho’s
soldiers, builds a healthy association,
and contributes to successfully implementing the resolution of the Communist
Party of Vietnam’s 12th National Congress.
Since its establishment, the VVA has always
accomplished the mission of uniting veterans, maintaining and promoting the
tradition of Uncle Ho’s soldiers, joining hands to protect the revolution’s
achievements and the CPV, building and defending the country. The association
has also protected legitimate and legal interests of its members, supporting
its members materially and spiritually, and connecting brothers-in-arms. With
that mandate, all levels of the association always unite, set examples, renew,
and operate effectively in line with its direction.
Nearly three million members of the
association are delighted and proud that the VVA has gained comprehensive
achievements in the recent tenure. Notably, the VVA urged its members to unite,
promote the tradition of Uncle Ho’s soldiers, and actively participate in
building and protecting the Party, authorities, socialist political system, and the
entire nation’s great solidarity block; participate effectively in many
movements, national programs, and education of traditions for young
generations; well implement its function and task of representing its members’
will and desire and protecting the members’ legitimate and legal interests; and
urge the members to stiffen their self-reliant will, promoting charitable activities,
helping each other to reduce poverty, and contributing actively to
socio-economic development.
All levels of the VVA pay attention to
building their strengths in politics, ideology, and organization. Their
activities and measures have also been renewed to be more practical and
effective. With their prestige and experience, the veterans actively recommend
to Party committees and authorities to settle effectively complicated issues at
the grass-roots level, contributing to maintaining political stability and social
security, proving the status and role of a prestigious socio-political
organization and a firm support of the Party, State, and people.
Under the leadership of the Party, with the
effective cooperation and support of the Government and ministries and
agencies from the central to local levels, and with experiences of 28 years of
development, the VVA has many advantages to well implement its function and
task in the next tenure. However, the VVA also has some short-comings that it
needs to overcome. Veterans’ expectations and desires, for example, have not
been fully heard to solve emerging issues. The quality of some meetings and contents
and modalities of activities of some affiliates were not practical.
Additionally, there were some short-comings in inspection, monitoring, and
social criticism.
Facing new issues and with new tasks, the
VVA should continue renewing vigorously, identifying clearly its goals and
operation programs, and implementing its function and task better in the
upcoming time. The association should also focus its leadership on working out
effective measures, creating big changes in different aspects with focus on
building the association’s strengths in politics, ideology, and organization.
It is important that the VVA’s affiliates
should grasp thoroughly the Party’s guideline, the State’s policies and law, and
the association’s political task. The association should also attach importance
to political and ideological work, gathering, uniting, and encouraging its
members. The association’s activities should be designed corresponding to its
members’ desires and legitimate interests. Moreover, the VVA should also renew
its operation contents and measures, and cooperate closely with the authorities
at all levels, other associations, and people in all of its activities.
The Vietnam People’s Army was founded and
trained by President Ho Chi Minh and our Party. The VPA is absolutely loyal to
the Party, the Fatherland, people, and the revolutionary cause. Officers and
soldiers of the VPA are always proud of, treasure, are grateful to, and follow
the previous generations’ tradition and victories. The whole army continues to
strengthen the effectiveness of cooperation between the VPA and the VVA,
contributing to strengthening the people’s posture and firmly maintaining a
peaceful environment for national development and building a revolutionary,
regular, and gradually modernized army.
