Prior to the eighth storm that caused landfalls in the central province of Thua Thien-Hue, together with updating fishermen on the storm-related information, the local border guard force took them to shelters, evacuated people and their property to safer places, and helped locals overcome consequences of the storm.

In response to the storm, more than 1,000 troops were mobilized to consolidate around 5km of embankment in the commune.
