Soc Trang is a province located near the Hau River basin. It has a sea area of 30,000 square kilometers, a coastline of 72 kilometers, and the three large estuaries of Dinh An, Tran De, and My Thanh rivers.
The locality also holds strategic significance for defense and security and is favorable for sea-based economic development. The local maritime border area has 11 communes, wards, and towns in Cu Lao Dung and Tran De districts and Vinh Chau town, which are home to the three ethnic groups of Kinh, Hoa, and Khmer.

Knowing that raising the border troops and people’s awareness of law observance is an important political task, over the past years, the Soc Trang provincial Border Guard Command has actively taken measures to effectively implement law dissemination.
According to Colonel Ha Huy Truong, Head of the Political Division of the unit, in addition to their major missions, the border troops also attach much importance to supporting needy people in border areas, combining law dissemination with implementing social welfare projects, such as the whole people participating in protecting national sovereignty and border security in the current context, building great unity houses, and accompanying border women, among others.

Recently, in response to the Vietnam Law Day in 2023 as well as to raise children’s awareness of law, Trung Binh Border Post, in coordination with Tran De Secondary and High School in Tran De district, disseminated information about Vietnam Border Guard Law as well as national sovereignty over sea and islands to nearly 400 teachers and students. Besides, border posts stationed in the area also held many programs to help participants learn more about the State's laws.
In addition, the Soc Trang provincial Border Guard Command, the provincial Department of Information and Communications, and the provincial Commission for Information and Education, organized a dissemination conference on information, communications and foreign information work in the maritime border area of Soc Trang province in the 2021-2030 period in 2023, drawing the participation of more than 500 delegates in Vinh Chau town, and the districts of Tran De and Cu Lao Dung. The movements and models contributed to enhancing the people’s trust in the Party and State, and raising their awareness of protecting and preserving national sovereignty.
In order to disseminate laws to people in border areas, at sea and on islands, the provincial Border Guard Command has promptly implemented a project themed “Promoting the role of the Vietnam People’s Army in law dissemination, mobilizing people to observe laws in the 2021-2027 period,” made recommendations to the provincial People’s Committee to carry out the project “Organizing training, disseminating the Vietnam Border Guard Law, and detailed documents for the 2021-2025 period,” to name but a few, thereby raising troops and the local residents’ awareness, contributing to building the maritime borderline of peace, stability, and development.
As a result, in 2023, the unit organized 40 dissemination programs, attracting the participation of more than 2,000 people, while disseminating laws to more than 9,000 households and 1,870 vessels with 15,607 fishermen... These activities helped raise the locals’ awareness of law observance, contributing to ensuring political security and social order in the province.
