Earlier in the day, at 2:10p.m., the Search and Rescue Department under the General Staff of the Vietnam People's Army received a call from the Department of Military Medicine under the General Department of Logistics regarding an accident at sea. Fisherman Hoang Van Dao had been injured while operating on board fishing ship QNg 96293 TS and was transported to Truong Sa Infirmary for emergency treatment.

The infirmary consulted with Military Hospital 175 via telemedicine, and they determined that Mr. Dao had suffered from severe deep-diving decompression syndrome after 42 hours, along with complications of sphincteric hypothermia, which posed a severe and life-threatening  consequences, and the treatment was beyond the capacity of the infirmary.
