Military units urged to pro-actively respond to flooding in Central region (Photo for illustration)

According to the National Center for Hydro-Meteorological Forecasting, from the afternoon of December 3 to the night of December 4, areas from southern Quang Tri province to Da Nang city and eastern Quang Ngai province will experience moderate to heavy rain, with common rainfalls of 70–150mm and localized downpours exceeding 250mm. There is also a warning of rainfall intensity above 100mm per three hours. 

Implementing Directive No.37/CĐ-BCĐ-BNNMT dated December 3, 2025, issued by the National Civil Defense Steering Committee on responding to floods in the Central region, the General Staff requires units to strictly maintain readiness; closely monitor developments; mobilize personnel and equipment in coordination with local authorities to respond promptly and effectively; and ensure the safety of all forces involved. 

The General Departments of Logistics and Technical Services, Defense Industry, and General Department II are tasked with strengthening guidance, inspection, and supervision of subordinate units to safeguard barracks, depots, stations, workshops, factories, and weaponry; preparing logistics and technical support for disaster response and search and rescue; and remaining ready to allocate and transport rescue materials and equipment to assist localities upon orders from the Ministry of National Defense.

Military Regions 4 and 5 are to instruct provincial military commands from Quang Tri to Quang Ngai to advise local authorities in implementing the “four on-the-spot” motto; review and update plans suited to real conditions, especially in riverside and low-lying areas prone to flooding, isolation, flash floods, and landslides, as well as vulnerable dikes, embankments, reservoirs, and dams; pre-position troops, vehicles, communications, and supplies in high-risk areas; and pro-actively evacuate residents from dangerous locations while ensuring adequate food and essential goods at evacuation sites.

The General Staff also directs Army Corps 34, the Border Guard Command, and all corps and units to implement measures to protect military facilities and coordinate with local authorities to prepare forces and equipment for timely and effective response.

The Air Defense - Air Force Service and Corps 18 are to review plans and readiness for search-and-rescue flights upon orders from the Ministry of National Defense.
