Units should observe duty regulations, closely follow the development of the storm, and inform vessels operating at sea to take shelter.
According to the Department of Search and Rescue under the General Staff of the Vietnam People’s Army on September 17, the military units were also asked to prepare personnel and vehicles to handle any unexpected situation that might be caused by the storm.
Also on September 17, a mission from the Office of National Committee for Incident, Disaster Response, and Search and Rescue under the Department of Search and Rescue headed to Thua Thien-Hue province to check preparations for the storm response.
* The same day, the Military Region 4 command directed its affiliates to implement response measures and organize three delegations to check the preparations in Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien-Hue provinces.
So far, all military units in Military Region 4 have prepared forces, vehicles, food, and medical equipment to undertake rescue missions on request. They have also worked with local authorities to keep a close watch on the storm’s movements and applied measures to ensure safety for troops, barracks, weapons, and equipment.
* By 18:00 on September 17, the armed forces of Quang Binh and Quang Tri provinces completed preparation of forces and vehicles and were ready to assist locals upon request. The military commands of these provinces have reinforced their barracks and prepared lifebuoys, tents, food, and water for troops undertaking rescue missions.
* At a meeting on September 17, Lieutenant General Nguyen Long Cang, Commander of Military Region 5 (MR5) requested MR5’s affiliated agencies and units to adjust training and exercise plans in line with the current situation, pause construction projects, reinforce barracks, prepare forces and vehicles for any circumstances, and avoid human and asset losses.

* Troops and vehicles of Military Commands of Da Nang city and Quang Ngai province are on standby to support locals in response to the storm and overcome its consequences.
* Until 16:30 on September 17, border guards of coastal cities and provinces from Thanh Hoa to Binh Thuan, in collaboration with local authorities and boat owners, warned nearly 58,350 vessels and nearly 285,390 people of Storm Noul’s movements and advised them to take refuge.
Meanwhile, units of Military Regions 4 and 5, the Air Defense-Air Force Service, border guard and naval forces in provinces and cities likely to be affected by the storm have mobilized ten thousands of troops and vehicles to provide timely assistance to the storm-hit localities.
