Delivering a speech at the event, Defense Minister General Ngo Xuan Lich congratulated General Chiem and other two members of the Party Committee of the Office of the Ministry of National Defense on receiving their badges.

General Lich recalled that as a child of the revolutionary land of Quang Nam, General Chiem was trained in different military schools and held different positions in the Southwestern border protection war, engaged in the implementation of the international service in Cambodia, and directly fought in different battles in Vietnam.

Over the past 40 years as a member of the Party, in any positions, General Chiem showed his consistency and absolute loyalty to the Party, nation, and people. He upheld revolutionary ethics and as a Party member and combat virtues as an army officer and fulfilled all assigned missions, contributing to the revolutionary cause of the Party, defense consolidation, and building of a revolutionary, regular, elite, and gradually-modernized military to meet the requirements of missions in the current period.  

As a member of the Vietnam Party Central Committee and Deputy Defense Minister, General Chiem has helped the Central Military Commission and leaders of the Ministry of National Defense make recommendations for the Party and State to issue military and defense guidelines. He also contributed to building the whole people’s defense disposition and the Military Party Committee with political, ideological and organizational strength which helped raise the combat strength of the military.  

General Lich hoped that Chiem and other two members of the Party Committee of the Office of the Ministry of National Defense would continue to make more contributions to the Party and the military.

On behalf of the three officers, General Chiem expressed deep gratitude and his absolute trust in the Party, Uncle Ho, the Central Military Commission, and leaders of the Ministry of National Defense. He promised to further make contributions to the revolutionary cause of the Party and military, strictly observe Party regulations, preserve revolutionary ethics, and study and follow President Ho Chi Minh’s thought, morality, and lifestyle.
