The house is built for Mrs. Nong Thi Bay (born in 1957). She is currently living in a downgraded wooden house and was not able to work.

The 70-square meter construction costs VND 130 million, including VND 100 million donated by Mrs. Nguyen Thi Ha from the Government Inspectorate Newspaper and some others, while the rest comes from the family and Ia Rve Border Guard Post. The construction is expected to be completed in two months with the support of Ia Rve Border Post.

Reportedly, since 2018, the Dak Lak provincial Border Guard Command, in coordination with the local authorities, has carried out many activities to help needy women in border areas. Accordingly, 19 houses have been built. In addition, the local border guards have also opened two literacy classes for 40 women to teach them how to read and write and then develop their living standards.
