Empowering fishermen with legal knowledge
Legal education programs organized by Phu Loc Border Post have attracted fishermen, boat owners, and captains from Thanh Khe district. Fisherman Le Dung from DNa 90098 TS trawler shared that these sessions provided valuable legal knowledge, particularly regarding illegal, unreported, and unregulated (IUU) fishing regulations, helping fishermen comply with the law while operating at sea.
To enhance public awareness, the Da Nang municipal Border Guard Command has collaborated with local authorities and mass organizations to conduct legal education campaigns under the “Whole-people movement to safeguard the national sovereignty and border security.” Information about the Law on National Border 2003, the Law of the Sea 2012, and IUU fishing regulations is disseminated through direct meetings at fishing ports, residential quarters, and community events, as well as posters and legal bookcases.

As a result, 100% of coastal households have voluntarily registered to participate in border protection efforts, significantly improving fishermen’s understanding of legal compliance and sovereignty protection. Senior Colonel Ho Sy Hau, Deputy Commander and Chief of Staff of the Da Nang municipal Border Guard Command, reported that since early 2024, the force has educated over 36,600 fishermen on maritime laws and IUU fishing prevention through border checkpoints and direct training sessions. Additionally, anti-drug and water safety programs have reached nearly 3,000 students across the city.
By adopting innovative approaches, the Da Nang municipal Border Guard Command has also expanded self-governance models to enhance border security and crime prevention, such as “Safe and united fishing fleets,” “Secure fishing ports,” “Cultural coastal communities,” and “Safe and civilized coastal areas.” These initiatives have reinforced legal awareness, social order, and border security, contributing to the city’s sustainable development.
Various social welfare programs
Since 2016, the Da Nang municipal Border Guard Command has actively supported underprivileged children through the “Paving the way to school for children - Adopted children of border posts” program. According to Colonel Do Van Dong, Political Commissar of the Da Nang municipal Border Guard Command, each unit sponsors two children, providing monthly financial aid, school supplies, and educational support. In 2024 alone, the force supported 41 students with monthly stipends of VND 500,000 each and distributed 82 scholarships during holidays and back-to-school seasons.
One such beneficiary is Pham Tan Phuoc, a 12th grader at Lien Chieu High School, who lost both parents and has been under the care of Hai Van Border Post since 2016. “Thanks to the border guard force’s support, I have been able to continue my study,” he shared.
Additionally, under the housing assistance program, the force mobilized VND 350 million in 2024 to build and upgrade houses for policy households and needy families. Border guard units directly contributed 385 labor days to repairing three houses and constructing two new ones. Moreover, as part of the “Each organization, each individual supports a humanitarian cause” campaign, the local border guard force has sponsored 15 families, each receiving VND 2 million in financial aid.
According to Le Trung Chinh, Chairman of the Da Nang municipal People’s Committee, the border guard force has played a vital role in border management, maritime security, anti-drug operations, disaster response, and search and rescue efforts. In addition, its social welfare initiatives, including support for education, housing, and rural development, have significantly improved living conditions in coastal communities.
With their dedication and compassion, Da Nang city’s “green-uniformed soldiers” continue to uphold the noble image of Uncle Ho’s soldiers, contributing to local social progress and a secure, prosperous coastal region.
