We, today’s generation of the Vietnamese people, are well implementing President Ho Chi Minh’s teaching: “Sick soldiers, wounded soldiers, families of servicemen and martyrs are those who have made great contributions to the Fatherland and people. Therefore, we all feel duty bound to pay gratitude, love and support them.”

In the reality, the Party, State and people always respect and highly value the great contribution and sacrifice of troops and people who have devoted their youth, flesh and blood, and even their lives to the Fatherland. The Party and State has given first and foremost priority to the policy for national contributors, and paid due attention to educating people from all walks of life, particularly young ones, about sense of responsibility, duty and gratitude to national contributors.

Although the country’s economy faces difficulties, the Party and State always take good care of national contributors, promote gratitude activities, issue more favorable policies for national contributors, and restlessly improve living conditions of national contributors. Party committees and authorities from the Central level to local one earmark a considerable amount of resources for searching and collecting remains of martyrs as well as building and upgrading cemeteries of martyrs and other memorial projects. As a result, pay-back movements have been developing in depth and width, and now become a national cultural beauty and humane feature continuously upheld by the whole people and society.

In spite of the great effort of the Party and State, a number of national contributors still lead a hard life. Some people, who have, in fact, contributed to the nation during the wars for national independence and freedom, have not yet been recognized as national contributors, due to losses of documents, and therefore have not yet received the favorable policies from the State. A large number of remains of martyrs have not yet been found or identified. And obstacles to the implementation of policies for national contributors in localities have not yet been resolved.

On the occasion of the 70th Day for Wounded Soldiers and Martyrs, the entire Party and people should continue promoting the national philosophy of life “When drinking water, remember its source,” enhancing gratitude activities for national contributors and their families as well as taking due care of servicemen and their families. To this end, the Secretariat of the Party Central Committee has issued Directive 14-CT/TW on enhancing the Party’s leadership over the implementation of policies for national contributors. Earlier, the Prime Minister had also issued Instructions 21/CT-TTg on enhancing activities of taking care of national contributors in celebration of the 70th Day for Wounded Soldiers and Martyrs. These have been important documents that point out guidelines, major tasks and necessary measures to effectively carry out gratitude activities throughout the country in the coming time.

Paying gratitude to national contributors for their great sacrifices will never be enough. In the coming time, the entire political system and society should take a great resolve to carry out more practical and effective activities for national contributors. First, Party committees and authorities at all levels should promote public education on the meaning of gratitude activities and well implement the Party and State’s policies for national contributors.

Next, they should revise and perfect all policies and laws relating to national contributors in accordance to the country’s economy while taking drastic measures to handle limitations and obstacles to implementing the existing policies for national contributors. Competent authorities at all levels should quickly resolve the remaining applications for national contributors in a rational and legitimate manner so that truthful national contributors could fully enjoy the Party and State’s favorable policies.

Finally, alongside spreading gratitude-paying movements, Party committees and authorities at all levels should provide good conditions for national contributors and their families to bring into play sense of self-reliance in developing their production and business, improving their lives and participating in social activities as well as joining common effort to build the country. 

Over the past more than 70 years since its foundation, the Army has made enormous contributions and sacrifices to the Party’s cause and national revolution. The Army has always taken the lead in implementing the Party and State’s policies and participating in revolutionary movements and social activities. Following national fine traditions, military people with their noble comradeship and love for the people have contributed significantly to realizing the Party and State’s policies for national contributors as well as servicemen’s families.

The results of the Army’s implementation of the Party and State’s policies on national contributors and servicemen’s families over the past years have highlighted the fine nature and tradition of the Uncle Ho’s Soldiers and the people’s soldiers while helping promote military-civil unity and build up the people’s trust in the Party, State and Army. By doing so, the Army has also created a firm foundation for the building of a revolutionary, regular, elite and gradually modern army, as well as facilitated its task accomplishment.
