Flotilla 38 is responsible for conducting patrols to protect the national sovereignty; preventing and fighting against illegal activities; maintaining security and order in the waters from Quang Ninh to Ha Tinh provinces; staying ready to perform missions of natural disaster prevention and control, as well as search and rescue operations at sea.

However, some fishing boats violated regulations while conducting fishing activities, including exploiting seafood outside the prescribed areas, using electricity for fishing, and lack of documents on personnel and vehicles, among others.
Knowing this situation, Flotilla 38 has promoted law dissemination and education among fishermen via various forms, such as mobile dissemination, distributing leaflets and law-related books, using loudspeakers to popularize law, or conducting mass mobilization work, etc.
The unit's officers and soldiers have come to fishermen’s trawlers to encourage them to strictly obey the State’s law, especially on island and maritime borders.
Since the beginning of this year, the flotilla has coordinated with relevant forces to carry out dissemination activities, presented 368 national flags and 60 Uncle Ho’s portraits to, and distributed 4,785 leaflets and 400 DVDs of law education to fishermen. These activities have contributed to raising people’s awareness of law observance, ensuring social safety and order, promoting socio-economic development.
Many creative models and methods with high efficiency
Over the past time, the Party Committee and the Chain-of-Command of Flotilla 38 have applied many creative ways to law dissemination and education, including carrying out law popularization via social networking sites; combining law dissemination and cultural and artistic performances; and others.
According to Senior Colonel Nguyen Van Suong, Political Commissar of Flotilla 38, the highlight of the unit's law dissemination and education work is attaching the popularization content to each group, in accordance with the requirements of political tasks and tasks of socio-economic development in the locality.
Attentively, troops closely coordinated with functional forces and local authorities to encourage local vessel owners and captains of offshore fishing ships to sign commitments to fully preparing monitoring equipment, documents and sea charts while conducting fishing activities, and not violating foreign waters.
