The attendees included Deputy Director of the General Department of Political Affairs of the Vietnam People's Army Lieutenant General Trinh Van Quyet and President of the Vietnam Union of Friendship Organizations (VUFO) Nguyen Phuong Nga, along with representatives from various agencies, ministries, and sectors.

The conference aimed to comprehensively evaluate the implementation and results of Decree 162, identify specific recommendations and proposals as the basis for the Ministry of National Defense to propose amendments, supplements, or replacements to Decree 162, in order to ensure the regulations and policies for individuals and units participating in United Nations peacekeeping operations.

Speaking at the conference, Lieutenant General Trinh Van Quyet affirmed that the implementation of Decree 162 covers all aspects, meeting the living conditions and providing support for individuals and units participating in United Nations peacekeeping operations to fulfill their tasks. However, in the new situation, the task implementation process has become more complex, with higher requirements and challenging conditions in difficult locations, where potential risks arise due to insecurity, political instability, diseases, armed conflicts, which can affect the safety of Vietnam's personnel and the outcomes of the missions. Therefore, the participating forces need to be carefully selected, possessing the courage, skills, and qualifications to meet the requirements of independent operations in the international environment. The working conditions are demanding with high standards; therefore, the conditions to ensure the implementation of tasks must also be higher.

In his concluding remarks, Senior Lieutenant General Hoang Xuan Chien highly appreciated the dedicated contribution and responsibilities of the agencies and units in supplementing and amending Decree 162. The conference analyzed and clarified the advantages while openly addressing certain shortcomings and difficulties in the implementation of the decree. The conference achieved a high level of consensus and agreement in supplementing and revising certain provisions of Decree 162 to align with existing legal documents and the requirements of tasks in the new situation. Delegates unanimously agreed that better supporting policies are needed for forces participating in United Nations peacekeeping operations, especially for female military personnel, which should be in line with practical circumstances and emerging issues during the implementation of missions.
