Naval Region 4 was established on October 26, 1975, with the mission of managing and safeguarding a vast sea area. Over the periods of time, generations of officers and soldiers of Naval Region 4 have successfully fulfilled their assigned tasks, firmly defending national sovereignty over seas and islands and building the proud tradition of “Fighting valiantly, overcoming hardships, uniting in coordination, and mastering the sea.”
With its outstanding achievements, Naval Region 4 and its 19 collectives and 7 individuals have been honored with the title of Hero of the People’s Armed Forces and many other noble awards from the Party and State.
Addressing the ceremony, Senior Lieutenant General Pham Hoai Nam requested the Naval Region 4 Command to maintain a high level of combat readiness, remain vigilant, and accurately assess and forecast the situation to effectively advise the Party, State, Ministry of National Defense, and the Naval Service. He emphasized the need to renew training content, methods, and thinking to ensure practicality and efficiency, focusing on mastering modern weapons and equipment.

He also urged the unit to take the lead in scientific and technological development, innovation, and digital transformation to improve training and combat readiness; to ensure effective defense diplomacy and international cooperation, enhancing the prestige of the Vietnam People’s Navy on the global stage. Additionally, the Naval Region 4 Command should strengthen information dissemination on national seas and islands, support fishermen in offshore operations, and actively engage in natural disaster response, search, and rescue efforts.
At the ceremony, authorized by the State President, Senior Lieutenant General Pham Hoai Nam presented the Second-class Fatherland Protection Order to the Naval Region 4 Command in recognition of its outstanding achievements in performing tasks on the Truong Sa (Spratly) Archipelago, contributing to the cause of building socialism and safeguarding the Fatherland.
