On May 27, on the agenda of the 15th N.A.’s ongoing fifth session, the deputies continued to discuss draft Law amending and supplementing a number of articles of the Law on the People’s Public Security.

Earlier, Chairman of the N.A. Committee for Defense and Security Le Tan Toi held that implementing the direction of the N.A. leadership, on December 16, 2022, the N.A. Committee for Defense and Security requested the MND to discuss the plan on the amendment and supplementation of the Law on Officers of the VPA.

On December 12, 2022, the MND answered the N.A. Committee for Defense and Security, noting that on the basis of the implementation of Resolution No.05-NQ/TW issued on January 17, 2022 of the Politburo on the organization of the VPA in the 2021-2030 period and the following years, the MND will made recommendations to amend and supplement the Law on Officers of the VPA.

Speaking at the discussion, General Giang shared about the specific tasks of the VPA, underscored that the military has many differences from People’s Public Security force.

The MND is considering to amend the Law on Officers of the VPA in line with its task requirements, noting the 13th National Party Congress’s Resolution determining to build a regular, elite, modern military by 2030. Therefore, the military should have a firm stance and ensure competence, master equipment and weapons so as to fulfill its assigned missions.

Chief of the General Staff of the VPA, Deputy Defense Minister and N.A. deputy of Binh Duong province Senior Lieutenant General Nguyen Tan Cuong also stated that although the military and the public security are both armed forces, the amendment of the law must be based on functions, tasks and characteristics of each force.

The military is working under three laws, namely Law on Officers of the VPA, Law on Non-commissioned Officers and Defense Workers, Law on Military Service. Meanwhile, the Public Security Force has only the Law on People’s Public Security.

“The MND is going to amend the Law on Military Service so as to attract youths with good competence and qualification to join the military, meeting all task requirements in the current context,” added General Cuong.

After that, the MND will also take the Law on Officers of the VPA, Law on Non-commissioned Officers and Defense Workers into consideration.

Non-commissioned officers and public security workers, affirming that it is consistent with the Party’s policy as well as the provisions of the Labor Code 2019 on the retirement age, meeting task requirements of the People’s Public Security force.
