The conference was convened following the conclusions of the Central Military Commission (CMC) and the directions from Party General Secretary To Lam, Secretary of the CMC on the “project on organizing local military forces to be ‘elite, compact, strong’ to meet the requirements of tasks in the new situation,” at the CMC’s 13th Conference.

At the event, delegates discussed and provided feedback to adjust and improve the project based on the CMC’s conclusions and the directions of Party Chief. In particular, the adjustment process has been comprehensive, synchronized, and in line with the national defense policy, people's warfare, and the national border protection strategy, ensuing that units will better fulfill the assigned functions and tasks.

Speaking at the conference, General Giang said that proposals for organizing local military forces must be based on the reality of protecting the Fatherland in the current situation and the strategic directions of the Party and State on military and defense and inherit the military art, traditions of military building and Fatherland protection and defense.

The defense leader added that the project on organizing and arranging local military units and border guard force must align with the system and the whole-people’s defense and the people's warfare policies. The local military units and border guard force must be revolutionary, regular, elite, and modernized, suitable to the requirements of the Fatherland protection mission in the new context. They should be the core force in building all people’s defense posture in combination with all people’s security posture, developing a unified and solid defense capability to firmly protect the Socialist Republic of Vietnam.
