The defense chief affirmed that since their establishment, in any circumstances and conditions, the People’s Army and the People’s Public Security force have been always absolutely loyal to the Party, the State, and the people; serving as the key forces in performing strategic duties of building and safeguarding the socialist Fatherland and ensuring national security, social order and safety. They have stayed united, supported each other, and completed all assignments; made important contribution to creating a peaceful and stable environment for national construction and development and protection of peaceful life of the people.
Gen. Giang stressed that the two ministries’ solidarity, unity, and close coordination have become a tradition, a precious asset, and an indispensable factor that contribute to the strength of the two forces in the struggle for national liberation, national reunification, and the cause of national construction and defense under the leadership of the Party.
Given their comprehensive task performance in 2022 and the first half of 2023, Gen. Giang hoped that the two forces will exert all-out efforts to complete all the assignments in the remaining months of the year and gain higher achievements according to Party General Secretary Nguyen Phu Trong’s request.
In his speech, Gen. To Lam thanked leaders of the Party, State, Central Military Commission, Ministry of National Defense for their interest and encouragement.

He underlined that situations in the world, the region, and the country have developed quickly and complicatedly, posing many new issues, difficulties, challenges and pressure on implementing defense-security missions. In that context, the military and public security force have well cooperated, promoted their central roles in protecting the Party, State, and people, and given timely recommendations and made proposals to the Party and State leaders to issue policies, strategic solutions to flexibly and effectively deal with defense-security situations, thus firmly safeguarding the nation’s independence, territorial sovereignty, and sovereignty over sea and islands. They have also effectively realized guidelines and policies on socio-economic development, and enhanced foreign relations activities to raise Vietnam’s prestige and position in the world.

The MPS minister hoped to continue receiving timely and effective assistance, support, and coordination from the Central Military Commission, the Ministry of National Defense in ensuring security and order and in building a strong people’s public security force that meets task requirements in the new situation.
