On the occasion of the Lunar New Year of the Horse 2026, on behalf of the Central Military Commission (CMC) and the Ministry of National Defense (MND), I extend my warm regards and best wishes to all officers, non-commissioned officers, troops, defense workers, and employees across the military, as well as militia and self-defense and reserve forces nationwide.

In the Year of the Snake 2025, under the leadership and direction of the Party and the State, directly of the CMC and MND, and the party committees and commanders at all levels; with close coordination from ministries and central agencies, local party committees and authorities; and with the valuable support and assistance of the people, the entire armed forces upheld their heroic tradition, unity, self-reliance and resilience, pro-actively overcame difficulties, and successfully fulfilled all military and defense objectives and tasks. These achievements were recognized and highly appreciated by the Party, the State, and the people.
Notable highlights included effectively performing the strategic advisory role to the Party and the State on military and defense matters; efficiently handling situations and firmly safeguarding national sovereignty; maintaining a peaceful and stable environment for national construction and development. The military continued to play a core role in building the whole people’s defense posture associated with the people’s security posture, making them increasingly solid. The overall quality, strength, capability, and combat readiness of the armed forces were enhanced. The military actively participated in disaster prevention and mitigation, search and rescue operations, and the elimination of temporary and dilapidated housing. It advised and coordinated the successful organization of activities commemorating the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution and the National Day, thereby strongly inspiring patriotism and widely spreading the values of peace and national independence among local people and international friends.
Education and training; regularity building; discipline management and law observance; logistics, technical and financial work; defense industry, science and technology, digital transformation; international integration and defense diplomacy all achieved positive results. The Military Party Organization remained healthy, strong, exemplary, and outstanding. The military maintained absolute loyalty to the Fatherland, the Party, the State, and the people.
Entering the Year of the Horse 2026 which carries great significance in implementing the Resolutions of the 14th National Party Congress and the 12th Military Party Congress, and the directives of Party General Secretary To Lam, CMC Secretary, on “Two steadfast commitments, two accelerations, two preventions,” and “Five steadfast pillars,” and the objective of “Determination to research and produce advanced and modern weapons and equipment,” the entire military must continue building a revolutionary, regular, elite, and modern people’s army, achieve new accomplishments, and excellently fulfill all assignments, contributing together with the entire Party and people to self-reliance, resilience, and confidence in advancing strongly in the nation’s era of rise, for peace, independence, democracy, prosperity, civilization, happiness, and steady progress toward socialism.
