Authorized by the State President, General Phan Van Giang presents the First-class Fatherland Protection Order to Command 86.

Over the past time, Command 86 has pro-actively advised on the development and refinement of legal documents, mechanisms and policies, establishing a legal framework for cyberspace operations, information security, cybersecurity and digital transformation. Working closely with forces inside and outside the military, the command has promptly detected and countered harmful and false information, contributing to the protection of the Party’s ideological foundation and the security of major political events.

Addressing the ceremony, General Phan Van Giang emphasized that protecting national sovereignty in cyberspace has become a particularly important component of the cause of national defense. He called on Command 86 to continue thoroughly implementing the Party’s guidelines and viewpoints on military, defense and national protection tasks; grasp new thinking on defense and security; and pro-actively study and accurately forecast trends in science and technology, operational methods and the strategies of other countries.

He also urged the command to improve its advisory capacity for the Party, State, Central Military Commission and Ministry of National Defense in formulating policies, building forces, establishing posture and developing plans to protect national digital sovereignty.

Regarding science and technology development and digital transformation in the military, General Phan Van Giang called on the command to further strengthen its advisory role and focus on researching and applying core technologies such as artificial intelligence, big data, blockchain, cloud computing and quantum technology, while developing new technological solutions for information security and cybersecurity.

Particularly, General Phan Van Giang noted that technologies in cyberspace operations are evolving rapidly, requiring Command 86 to make a substantial shift in strategic thinking and enhance its autonomy in personnel, technology, infrastructure, data, weapons and equipment. All development orientations should have a long-term vision spanning five, ten years and beyond, and be translated into programs, plans, products and measurable results in fulfilling the unit’s political tasks.
