With the duty of giving advice to the Minister of National Defense to implement the mission of State management over cipher work, the Government Cipher Committee has directed the Vietnamese cipher sector to comprehensively, synchronously and unanimously perform all working aspects, ensuring information to be provided in a secret, safe, accurate and timely manner to facilitate the Party and State’s direction and operation of the armed forces in any circumstances.

Notably, the committee’s suggestions have helped improve the role of cipher work in the new situation. The committee has also given recommendations during the building of laws such as the Law on E-Transaction, the Housing Law, and the Law on Identification.

The Committee has effectively performed the State management function of certifying the Government’s specialized digital signatures; civil cryptography; and coordinated to ensure information security on key information technology networks.

Gen. Giang briefed the participants upon regional and international situations, impacts of the fourth Industrial Revolution, Artificial Intelligence. He laid stress on higher requirements on information security and safety from ministries, departments, localities, and armed forces.

He asked the committee to pro-actively grasp, analyze and forecast situations to give timely suggestions to the Party, State and Minister of National Defense.

The committee was also requested to effectively realize the strategy on the development of the Vietnamese cipher sector, carry out digitization, make plans on national cryptography infrastructure, raise awareness of information security and safety, and strive to complete all assigned missions towards the 80th founding anniversary of the Vietnamese cipher sector (September 12, 1945 - 2025).
