During the working session, agencies under the General Staff (GS) reported to General Phan Van Giang on ongoing tasks. These included procedures for coordinating opinions with ministries, sectors, and localities regarding projects and proposals related to defense and security in Binh Dinh province; as well as the results of printing and distributing maps to units for the development and adjustment of operational plans during the reorganization of local military structures.

They also presented proposals concerning the organizational structures of provincial military commands, local defensive area commands, and provincial border guard commands. Additionally, reports were delivered on the training and refresher programs for officers and staff involved in implementing these organizational adjustments.

In his remarks, General Phan Van Giang commended the proactive spirit and sense of responsibility shown by the GS and relevant agencies in advising and implementing military and defense tasks in recent times. He also pointed out existing shortcomings and limitations, urging agencies and units to seriously review these issues and promptly develop effective solutions.

The defense chief directed the GS leadership to strengthen inspection efforts and urge subordinate agencies and units to accelerate the progress of ongoing tasks. He emphasized the need to promote initiative and decisively innovate working methods to ensure effective task execution and fulfillment of assigned responsibilities.

Regarding the training and refresher programs for officers and personnel involved in the reorganization of local military structures, General Giang instructed the Department of Military Training and School Management to coordinate with relevant agencies and units to research, formulate, and finalize training plans. These should emphasize the inclusion of updated content reflecting global and regional developments.

At the same time, the department was tasked with ensuring proper logistical support for training activities and conducting regular inspections to guarantee that training is conducted in a strict, effective manner, thereby contributing to the successful execution of military and defense missions in the new context.
