An overview of the working session

In 2024 and the first quarter of 2025, Lang Son province recorded significant achievements across various sectors, including socio-economic development, national defense, and security reinforcement. The province’s economy showed comprehensive growth, with the Gross Regional Domestic Product (GRDP) rising by 8.27%, ranking 23rd out of 63 provinces and cities nationwide, and 7th out of 14 localities in the Northern midland and mountainous region. The total import-export turnover through the province increased by 24%; industrial production grew by 5.22%; and budget revenue rose by 24.8%.

Healthcare, education, and culture sectors also saw considerable progress. The province effectively implemented a range of policies to support the poor, such as housing assistance for disadvantaged households, health insurance coverage for the needy and ethnic minorities, electricity subsidies, vocational training, and job placement services, thereby contributing to social welfare and helping people stabilize their lives. Sustainable poverty reduction programs were actively implemented in tandem with the new-style rural area building program.

Efforts in internal political protection, mass mobilization, and the work of the Vietnam Fatherland Front and socio-political organizations  were continuously innovated, increasingly focusing on grassroots levels for higher efficiency.

In particular, defense external affairs and people-to-people diplomacy were effectively promoted, helping to strengthen ties with China's Guangxi Zhuang Autonomous Region. This cooperation facilitated border residents’ activities, contributing to building a peaceful, friendly, stable, cooperative, and sustainably developing border area. Recently, the provincial Party Committee has closely coordinated with the Ministry of National Defense to instruct forces to proactively and thoroughly prepare for the ninth Vietnam-China Border Defense Friendship Exchange.

Speaking at the session, General Phan Van Giang highly appreciated the outstanding results Lang Son has achieved in socio-economic development and national defense and security consolidation in 2024 and the first quarter of 2025.

To fulfill development targets and strengthen national defense and security in the coming time, General Phan Van Giang asked the Standing Board of the Lang Son provincial Party Committee to focus on enhancing Party building and consolidating the political system, maintaining leadership principles, fostering unity within the provincial Party Organization, and reinforcing public trust in the Party and government. He also emphasized the importance of effectively implementing ethnic and religious policies, improving mass mobilization efforts, and adopting practical solutions to raise the living standards of people, particularly in extremely disadvantaged areas, thereby enhancing the strength of the great national unity bloc.

General Phan Van Giang also urged Lang Son province to continue effectively implementing Resolution No.11-NQ/TW dated February 10, 2022, of the Politburo, on orientations for socio-economic development and defense and security assurance in the Northern midland and mountainous region until 2030, with a vision to 2045. He stressed the need to focus on the provincial planning for 2021-2030, with a vision to 2050, and to promote the implementation of national target programs, especially the Sustainable Poverty Reduction Program and the Socio-economic Development Program for Ethnic Minority and Mountainous Areas.

He encouraged the province to further develop its strength in border-gate economy, turning it into a key driver of growth and economic restructuring. At the same time, the province should accelerate agricultural restructuring in line with the new-style rural development program, while linking agricultural and rural development with national defense, security, and social welfare.

General Phan Van Giang expressed his hope that the province's Party committees and authorities at all levels would continue to thoroughly grasp and seriously implement the Party Central Committee's resolutions and conclusions on military and defense affairs, improve the quality of national defense and security education, and strengthen state management over national defense at all levels.

He also underlined the importance of closely combining socio-economic development with the consolidation of national defense and security to ensure a stable environment for growth. The province was urged to actively promote regional cooperation, enhance external relations and people-to-people diplomacy, and jointly build a peaceful, friendly, stable, cooperative, and sustainable border area, while preventing hostile forces from exploiting or inciting divisions in the Vietnam-China relationship.

On this occasion, General Phan Van Giang expressed his gratitude to the provincial leadership, especially the people of Lang Son city, for their close coordination with the armed forces and other local units in preparing for the ninth Vietnam-China Border Defense Friendship Exchange, which was scheduled to take place on April 16 and 17 in Lang Son province and Guangxi Zhuang Autonomous Region.
